The new 118,294 SF U.S. Courthouse includes four courtrooms, five judge's chambers, and space for the District Clerk, Grand Jury, U.S. Attorneys, Department of Homeland Security, GSA, and the U.S. Marshals Service. Each courtroom (two district and two magistrate) has associated judge's chambers, and a fifth judge's chambers is dedicated to visiting judges. The courtrooms boast sophisticated A/V and control systems, including monitors in jury boxes, attorney tables, and clerk tables for evidence and documentation review. A touch screen monitor at the reporters table enables control of lighting systems, A/V, roller shades, security cameras etc.

The award-winning Wayne L. Morse U.S. Federal Courthouse is a 266,742 SF steel and concrete structure with brushed stainless steel exterior skin. Its five stories contain a four-story atrium, six courtrooms, judge's chambers, holding cells, U.S. Marshals Service office, bankruptcy courts and other government offices. There is also a secure parking area beneath the building for the judges. In addition to its distinctive curvilinear shape, the building is notable for being the first federal courthouse to achieve LEED Gold certification by the U.S. Green Building Council. It also incorporates the latest security measures for federal facilities, including force protection, limited progressive collapse, and blast requirements in glazing and skin.

GSA HISTORIC PIONEER U.S. FEDERAL COURTHOUSE P o r t l a n d , Or e g on Listed on the National Register of Historic Places, the Pioneer Courthouse is located in the heart of downtown Portland. It was originally built in 1875, long before seismic building codes. To update the building and make it seismically sound, JE Dunn installed a friction pendulum base isolation system; at the time of construction, it was the first in Oregon and one of only 50 in the entire country. The interior renovation focused around the idea of adaptive reuse. Original features, including scrolled lighting fixtures were protected in place during construction and later retrofitted with energy-conserving bulbs. Existing areas were recycled into new spaces, which required the removal of vinyl asbestos tile flooring and acoustical drop ceiling. We utilized historic photographs and worked with specialty artisans to revive the original color schemes and detail work throughout the building. In most cases, the extensive woodwork was restored to its original grandeur without replacement. The interior was also given a major security and communications upgrade. Surveillance cameras were placed throughout the various spaces and included courtrooms as well as judges offices and administrative spaces. Updated communications allow for video and teleconferencing capabilities throughout the building.

LEAVENWORTH DETENTION CENTER EXPANSION L e a v e n w o r th , Ka ns a s JE Dunn has completed four phases of work at the Leavenworth Detention Center, totaling 205,772 SF of housing and support services, and 1,052 beds. Phase 1 included a new 73,200 SF, 256bed complex, which consisted of a 45,700 SF male housing unit, a 7,500 SF female housing unit and an administration building.

Phase 2 added 156 beds and additional storage to the facility. It also included extensive site work that upgraded the existing security fencing and created a new perimeter patrol road.

Phase 3 was comprised of a 45,000 SF expansion including a 320bed men’s inmate housing unit with four day-rooms, two security control centers, 24 ten-man cells, a barber shop, medical offices and patient rooms, a pharmacy, laundry room, recreational yards, and a new lobby. Renovation consisted of a new inmate visitor center and kitchen renovation. The entire security system was replaced and upgraded with a modern touchscreen system. Phase 4 consisted of a new 54,415 SF, two-story detention center that added 320 beds, and a commissary/warehouse area.

USACE H ISTORIC FORT LEAVENWORTH MIDWEST JOINT REGIONAL CORRECTIONAL FACILITY F o r t L e a v e n w o r th, K a ns a s JE Dunn constructed the Regional Correctional Facility (RCF) at Fort Leavenworth. The facility replaced smaller, similar prisons at Lackland Air Base in Texas, Fort Knox in Kentucky and Fort Sill in Oklahoma. The consolidation was done as part of the Defense Base Realignment and Closure Program. The RCF project included a 204,835 SF main detention facility; a 12,595 SF administration building; a 9,903 SF warehouse; a 1,082 SF pump house; and a 248 SF guardhouse. The 45-acre site houses 512 beds with 48 beds located in the special housing unit area (for special needs inmates) and 464 beds are located in the general housing and dormitory area. The site included a new access road and has the added dimension of anti-terrorism force protection. The project consisted of general and segregated inmate housing units, extensive support services including full service kitchen, laundry, and administrative wings. The HVAC system was based on the use of geothermal well fields and associated pump house. Support services included visitation, kitchen, dining, laundry, medial administration, library, religious, vocational education, legal, interior gymnasium and central control. Recreation features included a softball field, two full-sized basketball courts, handball court and paved running track. The dining area can seat up to 210 inmates, and there is a vocational area that comprises a textile and upholstery shop, gym, chapel, library, mail room, pharmacy, social services, investigation, legal and other associated areas. The Regional Correctional Facility utilized the ECI (Early Contractor Involvement) contracting method starting at the charrette level. JE Dunn teamed with the USACE, AECOM, and the Users on post.

JE Dunn completed a 76,000 SF, 118-cell, 204-bed housing unit, county prison renovation, and expansion of the sheriff’s office. Construction included a tie-in to the existing county prison to enable shared-use of the renovated kitchen and laundry services. The new state-of-the-art facility includes precast concrete jail cells throughout medium and maximum detention areas. Elevated officer stations houses controls for each individual jail cell, showers, and full secured integration system, allowing for indirect supervision.

JOHNSON COUNTY KANSAS CENTRAL BOOKING CENTER RENOVATION O lat h e , K a n s a s JE Dunn completed a 131,000 SF detention center renovation of an existing four-story jail, which included a skin replacement and major mechanical upgrades. The project also included a 30,000 SF booking and support services addition. The project provided state-of-the-art space for intake, processing/booking area, medical processing, classification, bonding and outflow support spaces on the non-secured side including administration, interview rooms, locker and marshaling areas, full kitchen, receiving/processing dock spaces and a central plant. Work on the upper floors included: added classification, new central control, jump fencing, new HVAC systems, smoke evacuation and energy recovering integration of security electronics and enclosure of outdoor recreation spaces.

This new 75,012 SF, 250 bed jail was designed to be durable, low maintenance, and secure. Using precast concrete insulated panels accented by metal panels and translucent polycarbonate, JE Dunn constructed this frugal but contemporary looking facility to require minimal maintenance. The facility consists of identical pods constructed from prefabricated precast cell modules. Within each pod is a day room, an exercise area, and a control room which provides indirect supervision of inmates. The jail includes intake and booking functions with delineated cells specifically for holding inmates during the booking process. A dedicated medical area segregates sick inmates and provides proper accommodations for medical examinations. It also provides a nurse area and drug storage space.

FORT BEND COUNTY JUSTICE CENTER R ic h m o n d , Te xa s

The Fort Bend County Justice Center (FBCJC) is a 265,000 SF, four-story, neoclassical building with a five-story, 85’ high domed rotunda from which secured entry, circulation and access takes place. The FBCJC houses 17 courtrooms, judge's chambers, jury assembly and grand jury rooms, with future expansion provisions for 10 additional courtrooms. The Fort Bend County Justice Center also houses District and County Clerk offices, District Attorney and Bailiff’s offices, a law library and 13 other court-related departments. The basement level includes holding cells for 112 incarcerated adults and juveniles with future provisions for 45 additional cells. The courthouse can be accessed through a secured on-grade sally port. The Justice Center incorporates the latest security systems required for county facilities.

WILLIAMS COUNTY LAW ENFORCEMENT CENTER AND ADMINISTRATION BUILDING Wi lli st on, N o r t h D a k o ta The 126,822 SF Williams County Law Enforcement Center expansion added 61 units and 110 beds to a facility that had been operating at full capacity since built in 2009. Five wings, 75 prefabricated cells, and 34,000 SF of inmate housing were added. The new threestory addition provides expanded space for Law Enforcement including a new vehicle sally port and indoor vehicle storage. The addition also included a larger visitation center and 6,000 SF of space for law enforcement offices. The project included the remodel of the 18,000 SF courthouse and 7,000 SF of administrative spaces.

JOHNSON COUNTY COURTHOUSE Ol a t h e , K a n s a s The Johnson County Courthouse (JCCH) was designed and constructed to serve all functions of the Tenth Judicial District Court, District Attorney and support services. The seven-story JCCH includes 28 courtrooms and hearing rooms that support Criminal, Civil, Family, Veteran’s, Probate, CINC, High-Volume Traffic and Small Claims court cases. Support spaces include a public lobby, areas dedicated to the Johnson County District Attorney Office, jury services, inmate staging, court administration, court clerk, court trustee, justice information management, the Sheriff’s Office, law library, parking, and security. A 23,000 SF secure below-grade parking garage provides secure judicial officer parking and a secure in-custody transfer area. A tunnel extension from the Olathe Central Booking and Adult Detention Center to the new courthouse allows for movement of in-custody detainees.

DUNN COUNTY COURTHOUSE REMODEL AND EXPANSION M a n n in g, N o r t h D a kota Dunn County Courthouse is a 32,000 SF multi-phased addition and renovation to the existing 1990s facility. Phase 1 included adding a basement and two above grade floors with a new main entrance, several internal spaces, and a new concrete parking lot. Phase 2 included a single level addition for better interaction between the sheriff’s department and the courts. A sally port, hearing room, and evidence storage spaces were added. Several departments within the building were renovated including the Clerk of Courts and County Recorder's office area. The building includes a new geothermal heating and cooling system, a fire protection system with underground storage tank, fire alarm system, and multiple different safety, security, and audio visual systems within the new space.

MINNEHAHA COUNTY JAIL S io u x F a l l s , S outh Da kota JE Dunn teamed with local contractor Henry Carlson to build a 385 bed, three-story addition plus vertical expansion to the Minnehaha County Jail. The vertical expansion includes four 32-bed dormitory housing units, two inmate recreation spaces, officer control desk, and associated support spaces, along with a mechanical mezzanine. The addition creates first floor administrative services space for the jail staff, local and county police forces, and judicial branch. A 1,500 SF courtroom allows for in-house sentencing. The space also includes offices, conference rooms, roll-call meeting room, locker rooms, catering kitchen break room, public lobby and visitation space, and an outdoor patio. A vehicle sally port, intake area, 60 bed transitional housing, inmate recreation areas, and officer control areas are included on the new first floor. The Master Control Room was relocated to the new addition and will serve both the new facility and the existing building. The second floor consists of medical spaces, an inmate-run laundry program, 96 beds, and jail administrative space. The project also includes the remodeling of an existing inmate recreation space and a new corridor connection from the existing control desk to the new addition on the second floor. The third floor consists of 176 jail beds, and mechanical mezzanine level.

JE Dunn built the 252,453 SF, 1,079-bed medium security correctional center in two phases. Phase 1 consisted of 101,755 SF and 352 beds within five buildings, plus a gymnasium, security fencing, and a 250,000 gallon water storage tank. Phase 2 consisted of a 134,490 SF, 727-bed expansion and 16,208 SF remodel, which included the addition of two housing units and connecting link for support staff, a medical addition, a segregated recreational cage, kitchen and dining renovation, and a new recreation areas. Infrastructure additions included new lift stations, a sewage pretreatment facility, and a perimeter fence detection system.

CHILLICOTHE CORRECTIONAL CENTER C h il l ic o th e , M is s our i JE Dunn and DLR Group completed the Chillicothe Correctional Center for Women as a design-build effort. The 50-acre, 452,371 SF facility consists of five butterfly-shaped housing units, with future plans to add an additional housing unit. The campus-style medium and maximum security development, which spans approximately 60 acres, features six single-story and eight two-story structures, and has capacity to hold 1,636 inmates. All public areas are capable of being monitored 24/7. The complex includes a beauty shop, religious center, library, bakery, cosmetology lab, gymnasium and greenhouse. It is energy efficient and served by a central plant, which houses the HVAC equipment, including high-efficiency boilers and upgraded HVAC controls. An above-grade central utility loop allows problems to be identified quickly and repairs to be made easily. The design utilizes building structures to support the loop, which saved on insulation and support systems. The use of precast concrete, bearing-wall construction allowed the facility to be designed and built at an accelerated schedule.

The Cass County Justice Center is a four-story facility that includes a 250-bed jail, a 25-bed juvenile offender center, four trial courtrooms, circuit clerk’s office, judicial office, sheriff’s office, prosecutor’s office and 39,000 SF of unfinished space that is slated for completion as the need arises. That space will eventually include additional offices, courtrooms and maximum and minimum security dormitories. High-level finishes feature oak millwork, special lighting and acoustic treatment in the courtrooms. Interior terrazzo and granite stonework complement the use of precast and face brick on the exterior.

BUTLER COUNTY COURTHOUSE AND JUSTICE CENTER El D o r a d o , K a ns a s JE Dunn provided construction management services on a new courthouse and a separate jail facility located approximately three miles from each other in El Dorado, Kansas. The Butler County Jail is a 71,644 SF, two-story, 280-bed detention facility. The new jail consists of four rectangular housing units connected in the middle. Each unit has its own outdoor recreation area and accommodates minimum, medium and maximum security inmates, in addition to a special work release area. Constructed of structural steel with brick exterior, the 61,654 SF, three-story courthouse building features multiple judges’ chambers, five courtrooms and administrative offices. This project was highly complex due to the combination of site demolition and new construction all occurring simultaneously on a tight downtown site located across the street from the historic courthouse. Both facilities are outfitted with state-of-the-art technology and security systems needed to accommodate the transportation of inmates from the courthouse to the jail location and provide complete detention support, including all sheriff’s office functions, intake, inmate processing, short term holding functions and sally port areas.

CORRECTIONAL SERVICES CORPORATION INS FRIO COUNTY DETENTION FACILITY P e a r s a l l , Te x a s

JE Dunn completed a new detention facility built for Immigration and Customs Enforcement (ICE), formally the INS. The building is a single story, pre-engineered metal building with precast skin. It includes precast and masonry cell modules. The facility consists of 17 large dormitories for male, female, and juvenile inmates, one segregated housing unit, 1,120 beds, a full-service kitchen, laundry, a medical ward, exercise facilities, and significant site work. A special housing unit accommodates 120 individual cells with single and dual beds. Also included are administration areas for Correctional Services Corporation and Department of Homeland Security. There is also a Department of Justice courts area, which includes three courtrooms. The schedule was nine and a half months from the start of sitework until substantial completion.

The campus consists of five general housing units, a segregation housing unit, a dormitory building, two inmate support buildings, a religious/education building, a maintenance/ visitation building, an administrative building, and six partially-covered outdoor recreation areas. JE Dunn worked with CoreCivic and the architect during design to develop cost and schedule-efficient solutions that adhered to CoreCivic’s guidelines.

CHATHAM COUNTY COURTHOUSE (in progress)

Savannah, Georgia The new Chatham County Courthouse includes 155,000 SF of new construction and 2,500 SF of renovation. The facility will be a four-story concrete and steel structure with architectural precast façade, and will include a basement and two new tunnels that will connect the existing courthouse and the new courthouse. The new courthouse is designed to accommodate an inmate transfer station comprising of seven holding cells in the basement and offices, jury assembly for 187 and security at the lobby on the first floor. The second floor features a multipurpose room for 85, four state courtrooms, two 3-cell holding areas, four judge’s chambers, and administrative offices. Above, the third floor holds offices for staff attorneys and court support, four superior courtrooms with deliberation rooms, another two 3-cell holding areas, and four additional judge's chambers. The new consolidated police station unites all police units and departments under one roof in a safe, welcoming building for both staff and the public. The Salem Police Department had outgrown their space inside City Hall where they had been located for nearly 50 years. JE Dunn, along with DLR Group and local architecture firm CB Two, worked with the City of Salem and Police Department to create a new facility to bring together units and departments that were split between City Hall and off-site leased spaces. The new police station includes evidence storage, a crime lab, training spaces as well as the City of Salem Emergency Operations Center. The 104,000 square foot building also includes a community meeting room, public lobby area, and outdoor plaza balancing an inviting, civic building while maintaining secure facilities for police operations. The campus is comprised of eight housing units with 1,996-beds; an administration building which serves as a control center to oversee the security and safety of the entire campus, plus provides administrative offices, training rooms, and lockers; a central plant; a multipurpose building that houses the visiting room, parole hearing room, and staff services; a central services building with a medical unit that contains 28 patient beds, a dental clinic, x-ray, exam rooms, interview rooms, and pharmacy; recreation space; and amenities including an education and library area, chapel, kitchen and dining areas. Other buildings on campus house production factories and food preparation for distribution. The general population/recreation area observation tower is approximately 1,161 SF and oversees inmate recreational activities such as basketball, sand volleyball, softball, handball, and horseshoe events.

(JCI) to manage performance contracting at 19 operational State prisons across the state of Alabama. Work involved the selective demolition and retrofitting of existing mechanical and electrical systems, roof structures, detention windows and some interior walls. One such site involved the inspection, structural analysis, design coordination, removal, and replacement of an existing 60,000 SF roof structure of a food processing and refrigeration facility while maintaining the daily operation of the facility. Another facility included the addition of structural steel elements to 28,000 SF of the occupied inmate dormitory units to allow for architectural and mechanical improvements. Another facility included the replacement of old window systems with replacement of security grade detention windows. Additionally, multiple facilities required the replacement of deteriorated HVAC systems as well as several boiler replacements. At the end of this process, approximately 250 ECMs were identified and included replacing boilers (steam and hot water), chillers, multi-zone systems, heat pump split systems, domestic hot water and installed new gas, hot water, chilled water, steam and refrigerant piping as needed. Each of the three compounds has a Program Support Building, which contains inmate education and vocational program areas, administrative offices, a medical clinic, library, chapel, and dining/serving kitchen. The facility contains a 29-bed jail and two courtrooms, in addition to offices for the Police Department, 911 Dispatch, Utility Billing, and the County Tax Office. The exterior is composed of tilt-wall, masonry, cast-on-site panels, curtain walls and storefront. It also is a hardened building that will withstand 145 MPH wind gusts and has 95% of the building on emergency power. The project consists of a new 35,000 SF port building and 89,000 SF of vehicular inspections. The new facilities at Peace Arch are celebrated for enhanced efficiency and sustainability, and its LEED Gold rating. The design is comprised of four basic elements: A metallic panel and glass curtain wall clad conventional two-story rectangular building which houses the public and administrative offices of Customs and Border Protection; primary vehicle inspection consisting of 10 individual processing booths with a single steel roof structure; secondary inspections including 40 parking spaces covered by a steel roof structure; and New I-5 northbound bridge and designbuild highway work carrying traffic over the west end of the new port building and allowing vehicular traffic for secondary inspections to flow beneath.

The federal penitentiary, which houses 1,516 beds, was constructed in two phases. Phase 1 consisted of a 222,175 SF medium security prison with a capacity of 774 beds and two housing units. Each 256 bed housing units is two levels surrounding a central day-room and dining hall, central inmate shower, and inmate telephones. The building is constructed primarily of precast, reinforced concrete panels for building exterior walls and inmate cell units. Phase 2 included a 113,121 SF, two-story 720 bed expansion and campus build-out. Two 360-bed housing units and related support spaces were constructed. Enhancements to the campus included a new recreation area and weight lifting area, food service equipment additions, 120 new dining seats, enclosed and expanded outdoor visiting area, and construction of new classrooms and offices. Modifications to and extension of the perimeter fence, patrol road, security lighting, and additional parking were completed.

The 615,000 SF building houses 16 courtrooms, the Circuit Court of Appeals, Judge’s Chambers, U.S. Attorney’s office, U.S. Marshal’s offices, court-related agencies, extensive multimedia conferencing facilities, a cafeteria and kitchen, and enclosed secured parking for 100 vehicles. Courthouse corridors were designed with varying materials including granite, limestone, glass, and terrazzo. Exacting craftsmanship was required to accomplish the high level of quality in working with the latest building construction trends and materials. Main public areas feature limestone wainscoting. Brass elevator doors and custom lighting adorn the elevator waiting areas. Adding to the overall ambiance of the rotunda lobby are granite columns, terrazzo floors and a collection of five 25-foot sculptures known as the "Sentinels of Justice". Located on the second floor is the 4,000 pound, 115-year-old bell which originally hung in the north tower of the first U.S. Federal Building and Post Office in Kansas City.

The 512-bed Otay Mesa Detention Center Expansion was organized around a central hallway running the entire length of the building. The façade facing the public parking lot serves as the public entry point and is designed to provide the visitor with a positive civic image and experience. The design allows inmates in each housing unit extensive access to the outside without having to leave the observation of the corrections officer in charge of the unit. Ample natural light is provided by the end wall windows and extensive skylights. The day room opens up on the exterior end to a secure recreation area, open to the sky. Site work, fencing, and demolition was included in the project. Safety and security were primary considerations during planning and construction, as construction occurred within a fully occupied and active correctional environment.

The building exterior is composed of 750 architectural precast concrete panels with aluminum columns and ornamentation. The facility utilizes an energy conservation design and is situated on a tight urban site. This project received an American Institute of Architects citation by the Justice Committee, applauding the architect and contractor for creating a monumental structure within a tight budget. Most recently, JE Dunn completed the 3,000 SF exterior walkway granite paver installation and hardscape improvements, which included replacing bollards per GSA and courthouse security requirements.

Photovoltaic panels generate power for the facility and return power to the grid. This project achieved LEED Gold certification. The design was fast-tracked and substantial savings were realized by completing the construction one year ahead of schedule.

The building renovation included new upgraded site utilities, new parking, ambulance drop-off and recreational courtyard.

Past and current work includes 68,136 SF and $23.3M of improvements, which consists of Geriatric Unit patient rooms, patient beds for inpatient adolescent care, an electroconvulsive therapy (ECT) suite, chemical dependency spaces, food service area upgrades, HVAC system upgrades, patient bathroom upgrades to meet ligature resistant codes, building re-skin, and installation of new human impact windows.
