VALLEY UPDATE Minimum wage to increase to $9.30 per hour in Ohio

Ohio’s minimum wage is scheduled to increase on Jan. 1 to $9.30 per hour for non-tipped employees and $4.65 per hour for tipped employees. The minimum wage will apply to employees of businesses with annual gross receipts of more than $342,000 per year. The current 2021 Ohio Minimum Wage is $8.80 per hour for non-tipped employees and $4.40 per hour for tipped employees. The 2021 Ohio minimum wage applies to employees of businesses with annual gross receipts of more than $319,000 per year. The Constitutional Amendment (II-34a) passed by Ohio voters on in November 2006 states Ohio’s minimum wage shall increase on Jan. 1 of each year by the rate of inflation. The state minimum wage is tied to the Consumer Price index (CPI-W) for urban wage earners and clerical workers for the 12-month period prior to September. This CPI-W index increased by 5.8 percent over the 12-month period from Sept. 1, 2020 to Aug. 31, 2021. The Constitutional Amendment is available online. For employees at smaller companies with annual gross receipts of $342,000 or less per year after Jan 1. 2022, and for 14- and 15-year-olds, the state minimum wage is $7.25 per hour. For these employees, the state wage is tied to the federal minimum wage of $7.25 per hour, which requires an act of Congress and the President’s signature to change.

Berlin Lake seeks public input on master plan

The U.S. Army Corps of Engineers Pittsburgh District is seeking community feedback regarding proposed changes to the Berlin Lake Master Plan and will hold a 30-day public comment period beginning Sept. 27 and closing Oct. 27. The master plan update, based on previously collected-community feedback, will affect the future management of recreational activities and natural resource use at Berlin Lake for the next 25 years. The revised 2021 Master Plan draft can be viewed at https://www.lrp.usace.army.mil/ Missions/Recreation/Lakes/Berlin-Lake/ Berlin-Lake-Master-Plan-Update/. Absentee voting by mail (information needed to request absentee ballot)

You may use the application form prescribed by the Secretary of State (Form 11-A) or provided to you by your county board of elections to apply for your absentee ballot. If you choose not to use the prescribed form, your written application need not be in any particular format, but it must contain all of the following information: 1. Your name; 2. Your legal signature; 3. The address at which you are registered to vote; 4. Your date of birth; 5. One of the following items showing proof of your identification: • Your Ohio driver’s license number (begins

A statement identifying the election for which you are requesting an absentee ballot; 7. A statement that you are a qualified elector; 8. If the request is for a partisan primary election ballot, your political party affiliation; and 9. If you want the ballot to be mailed to a different address than where you are registered, the address to which you want it mailed. Send your request to your county board of elections. Absentee voting by mail

All Ohio voters whose registration information is up-to-date have the opportunity to vote in any election from the convenience of their own homes by requesting an absentee ballot.Absentee voting has many benefits – You can vote early, it is convenient, it reduces the chance of lines at the polls on Election Day, and absentee ballots are the first votes counted on Election Night. Voters need only fill out and return an application and their absentee ballot will be mailed to them so they may make their selections at their leisure and return their ballot to the board of elections ahead of Election Day. The deadline to request an absentee ballot is three days before the election in which you want to vote, but voters can submit their application any time. If mailed, absentee ballots must be postmarked by the day before the election in order to be counted. You can also return your absentee ballot in-person to your county board of elections before the close of the polls at 7:30 p.m. on Election Day. You can request your ballot for each individual election beginning on Jan. 1 or 90 days before

1. Complete the absentee ballot request form*. 2. Once you have completed your application by providing all of the required information print and sign it. 3. Mail the request form back to your own county board of elections. Wait to receive your ballot in the mail from your county board of elections. If you have questions about your absentee ballot request, you should call your county board of elections or you can track the status of your ballot request as well as your voted absentee ballot through the Voter Toolkit. 5. Return your voted ballot. You can send it by U.S. Mail or deliver it in person to your county board of elections, but the return envelope containing your marked ballot must either be received by your county board of elections prior to the close of the polls on Election Day (Tuesday, Nov. 2), or postmarked no later than the day before the election (Monday, Nov. 1) and received by the board of elections no later than 10 days after the election. To make sure your absentee ballot is counted, it must be received by your board of elections by 7:30 p.m. on Election Day or be postmarked by the day before Election Day. The U.S. Postal Service (USPS) estimates that it may take two to five days for your voted absentee ballot to be delivered to your board of elections by mail. If you are returning your voted ballot during the week before Election Day, you should take it to USPS no later than the day before Election Day and ensure it receives a postmark as follows: • If you use a postage label purchased at a USPS customer service window or vending machine, the date on the label is the postmark. This is the USPS-recommended way to postmark your ballot. • If you use postage stamps, ask that it be postmarked. You should not use a postage meter or an online service (such as stamps.com) to affix postage. It is your responsibility to make sure the ballot has enough postage. • If you return your ballot to the board in person, or if a near relative* delivers it for you, the board of elections must receive your ballot

Hospitalized voters

If you or your minor child is in the hospital on Election Day, you must submit a properlycompleted and signed request to the board of elections of the county in which your voting residence is located by 3 p.m. on Election Day. To be eligible under this provision, you or your minor child must be confined in a hospital because of an accident or unforeseeable medical emergency. If you or your minor child is hospitalized in the same county where you are registered to vote, two representatives of the board of elections can deliver the ballot to you, wait while you mark the ballot, and return your voted ballot to the board office. Additionally, you may include in your absentee ballot application a request that your county board of elections give your unmarked ballot to a designated relative – your spouse, father, mother, father-in-law, mother-inlaw, grandfather, grandmother, brother, sister, son, daughter, adopted parent, adopted child, stepparent, stepchild, uncle, aunt, nephew or niece – who shall deliver the ballot to you in the hospital and return your voted ballot to the board office. What are the qualifications to register and to vote in Ohio? You are qualified to register to vote in Ohio if you meet all the following requirements: • You are a citizen of the United States; • You will be at least 18 years old on or before the day of the next general election. (If you will be 18 on or before the general election, you may vote in the primary election to nominate candidates, but you cannot vote on issues or party central committees until you are 18); • You will be a resident of Ohio for at least 30 days immediately before the election in which you want to vote; • You are not incarcerated (in prison or jail) for a felony conviction under the laws of this state (Ohio), another state, or the United States; • You have not been declared incompetent for voting purposes by a probate court; and • You have not been permanently disenfranchised for violating the election laws. You are eligible to vote in elections held in

Voter-identification requirements/ types of valid I.D.

There are several types of valid I.D. 1. Photo I.D.: Any document issued by the U.S. government or the State of Ohio that includes all of the following is an acceptable photo identification: • An expiration date that has not passed; • A photograph of the voter; • The voter’s name, which must substantially conform to the voter’s name as it appears in the Poll List or in the Poll Book; and • The voter’s current address, which must substantially conform to the voter’s address as it appears in the Poll List or in the Poll Book unless the I.D. is an Ohio driver’s license or state I.D. card. Notice: An unexpired Ohio Driver License, State I.D. Card, or Interim Documentation with yourformer address is an acceptable form of I.D. when your current address is in the pollbook. Note: On July 2, 2018, the Ohio Bureau of Motor Vehicles began issuing a new format of Ohio’s driver licenses and state identification cards. The BMV is also issuing Ohio Interim Documentation until the applicant receives their new I.D. through the mail. A driver’s license or state identification card in the old or new format, the Ohio Interim Documentation, and a voter’s old, hole-punched driver’s license or state I.D. card are acceptable forms of identification for voting, as long as the expiration date has not passed. If the voter changed their name and provides proof of the legal name change, completes and signs Form 10-L, and is registered within the precinct, the voter’s name as it appears on the photo I.D. may or may not be the voter’s reported change of name. 2. Military I.D.: Valid military identification cards or copies of such cards must be accepted regardless of whether they contain a name or address. However, this form of I.D. must still allow a precinct-election official to determine that it is the military I.D. card of the person who is presenting it for the purpose of voting. 3. Utility bill: A utility bill is a statement of fees owed and/or paid for services, and includes, but is not limited to, water, sewer, electric, heating, cable, internet, telephone and cellular telephone services. A valid utility bill may show a $0.00 balance or no amount owed. 4. Bank statement: A bank statement includes, but is not limited to, a statement from any financial or brokerage institution. 5. Government check: A government check includes, but is not limited to, a paycheck, check stub or receipt provided for direct deposit of funds issued by any level of government (known as “political subdivision”) in Ohio, or for any other state, or the United States government. 6. Paycheck: A paycheck includes a paycheck, check stub or receipt provided for the direct deposit of wages or earnings from any public or private employer. For the forms of ID listed in 3-6 above, the following rules for determining their validity apply: The document may be a printout of an electronically transmitted copy or regular paper copy.

The name and address on the document must conform to the voter’s information as it appears in the Poll Book. The document must be current within 12 months of the Election Day for which the voter is presenting it. Other government document: Must contain the correct name and current address of voter. Other government documents are acceptable forms of voter identification. A government document is a document that is issued by a government office, which includes any local (city, county, township and village government), state or federal government office, branch, agency, department, division or similar component, including a board, commission, public college or university or public community college, whether or not in Ohio. Examples of government documents include, but are not limited to, letters, tax bills, licenses, notices, court papers, grade reports, and transcripts. Provisional ballots: If you do not have any of the above forms of identification you may provide either your Ohio driver’s license or state identification number (which begins with two letters followed by six numbers) or the last four digits of your Social Security number and cast a provisional ballot. Once the information is reviewed and verified by the board of elections, your ballot will be counted. If you do not provide one of the above documents or your driver’s license/state identification number or the last four digits of your Social Security number at the precinct, you will still be able to vote using a provisional ballot. However, in order for that ballot to be counted, you must return to the board of elections no later than seven days following Election Day to provide a qualifying form of identification. Unacceptable types of I.D.

But in recent years, MyPath has broadened its work to help high school students prepare for whatever pathways they choose. The logo includes a path comprised of multiple blue circles, the largest of which highlights the “My” portion of the name. MyPath serves students at five local high schools – East, Chaney and Rayen Early College in Youngstown, Warren Harding and Campbell Memorial. Its work is supported by those three school districts, charitable foundations and individual donors. In addition to individualized counseling for students, MyPath provides resources for students and parents. MyPath is headquartered in the Warren City Schools offices and has student advisors on-site at all five high schools. The advisors are hired through the AmeriCorps program. “Only about a quarter of the students we serve are interested in going to college, and the rest are looking to pursue career or technical training, employment or military service after high school,” noted Heather Chunn, chairwoman of MyPath’s board of directors and vice president of the Youngstown State University Foundation. Diocesan consolidations to close St. Lucy, St. Joseph the Provider St. Lucy and St. Joseph the Provider will close as part of Diocesan parish consolidations in Campbell. The Most Rev. David J. Bonnar, bishop of the Roman Catholic Diocese of Youngstown, has accepted the recommendation of the pastoral and finance councils of Christ the Good Shepherd Parish in Campbell, in determining the St. John the Baptist campus as the parish’s one worship site, effective Nov. 28. A closing Mass will be scheduled at both churches in November. The Palermo Banquet Center at St. Lucy’s/Santa Rosa will remain open for the time being, so as to allow for continued fellowship and as a source of potential revenue for the parish. The recommendation by the parish’s councils to choose St. John the Baptist was communicated to Bonnar in an Aug. 29 letter from Rev. James Korda. Korda had been appointed as special administrator of Christ the Good Shepherd in June, for the purpose of working with the parish’s councils to assess and strengthen parish viability in the face of an almost $850,000 debt. Additionally, Korda and the council members were charged with implementing the 2019 Pastoral Plan promulgated by the late Bishop George V. Murry, S.J., which called for one worship site for the City of Campbell, which had previously been recommended by parish leaders. The 2019 pastoral plan also called for regional planning throughout the diocese to foster parish vitality and ministry effective-

ness. Bonnar visited the parish on Aug. 15 to celebrate church services and strengthen parishioners as he awaited the recommendation of parish leaders. Bonnar’s acceptance of the recommendation for the parish’s worship site came after consultation with the Diocese’s Presbyteral Council, and was communicated to parishioners on Sept. 5. “It is imperative that this matter be resolved for the good of the Church and that a Catholic community continues to exist in the City of Campbell. As your bishop, I am committed to Christ the Good Shepherd Parish, however, we have to live in reality and accept the fact that there can be only one worship site,” Bonnar said. Christ the Good Shepherd Parish was created in 2012, out of a merger of four other parishes in Campbell (St. Lucy, St. Joseph the Provider, St. Rosa de Lima Church and St. John the Baptist). Bonnar said that, since the merger, parishioners “have worked hard to form community in the name of Jesus Christ” and that he was humbled by the commitment and dedication of its parishioners. “While the work of becoming one is seldom easy, it does have a way of stretching us into a deeper experience of the Kingdom of God. It is my hope that you will continue to work together as brothers and sisters and joyfully testify to the light of Christ,” Bonnar said.

Preparation can improve experience for business borrowers from the ohio bar association

hether you are starting or expanding your business, chances are you will need to ask a bank for financing. You may assume a bank will evaluate your business based purely on dollars and cents and your likelihood of repaying the loan, but a lending officer may also consider intangibles such as your community standing, reputation and overall benefit to the community. You can correctly assume that the lending officer and the bank want your business to succeed so you can repay the loan, but you should know that the bank (especially if it is a community bank) also has an interest in your business’s success because of its positive impact on the community. Before making an appointment with a loan officer, you should know what the bank is looking for and be prepared to provide the necessary information. INFORMATION You will need to provide the bank with the following: n two to three years of business tax returns. n two to three years of personal tax returns. n a current financial statement. n a year-to-date income statement and balance sheet on your business entity. n a history of your business and/or a business plan. If the business is a startup, then you will need to provide projections for the next three to five years and the basis for those projections. COLLATERAL Banks typically will seek to obtain sufficient collateral to secure commercial loan requests. To determine whether your business has the necessary collateral, the bank will likely use the following criteria: n If you are using commercial real estate for collateral, the bank will typically want to know that, based on the property’s appraised value minus any current mortgages, your business owns at least 20 to 25 percent of the interest in the property. n If you are using accounts receivable

as collateral, then the bank will typically use the following formula: 100 percent of the receivable accounts, multiplied by the receivable collection rate, multiplied by 70 percent, minus any current liens against accounts receivable assets. n If you are using equipment and furniture as collateral, the bank will typically credit between 80 and 100 percent of a new purchase or 70 percent of the asset value after depreciation is figured and minus any current liens against the equipment or furniture. n If you are using cash assets, then the bank will typically consider 100 percent of the assets minus any cash asset liens. n If you are using marketable securities (such as stocks or bonds) as collateral, then the bank will typically consider 70 to 75 percent of the portfolio’s value and 65 to 70 percent of the mutual fund value, minus any current liens against your marketable securities.

ANALYSIS The bank will likely consider the following questions when deciding whether to grant your business a loan: n Is there sufficient collateral? n What is the personal credit history, the debt-to-income ratio and the liquidity of the business owners and/or any other guarantors of the loan? (Typically, banks look for a business to have no more than a 40 percent debt-to-income ratio.) n Does the business have sufficient cash flow to service the debt? Cajun cooking is coming to the Eastwood Mall Complex. King Cajun Seafood & Bar will open in 2022 in a stand-alone location (the former Old Country Buffet) near Outback Steakhouse and Steak ‘n Shake. Renovations will soon begin inside the 9,637-square-foot restaurant space, creating new dining rooms and a full bar. Dishes inspired by the cuisine of New Orleans and the Low Country will be prominently featured on the menu. King Cajun is tentatively scheduled to open in July 2022 but an exact opening date will be announced as soon as possible. The Eastwood Mall Complex is located at 5555 Youngstown-Warren Road in Niles.

Farmland preservation certification applications

Counties, Soil & Water Conservation Districts, land trusts, cities and townships are invited to apply to the Ohio Department of Agriculture’s Office of Farmland Preservation for local sponsor certification from Sept. 20-Oct. 22. Local sponsors that complete the certification application and qualify will be allocated a portion of the $6.5 million in Local Agricultural Easement Purchase Program 2022 funds. These funds are used to purchase agricultural easements on Ohio farms, preserving productive agricultural farmland in perpetuity. Certified local sponsors will then accept local landowner applications and help secure easements through ODA’s Local Agricultural Easement Purchase Program. Once the easement is secured, the local sponsor visits the farm once a year to complete a monitoring report to ensure the land is being used for agricultural purposes. Chicken Paprikash with Dumplings PREPARED BY MARSHAWN PEYKO

INGREDIENTS

1 onion, chopped 4 tablespoons shortening 1 tablespoon paprika 1 teaspoon black pepper 2 tablespoons salt 4 to 5 pound chicken, separated 1½ cups water ½ pint soup cream

Add water; cover and let simmer slowly until tender.

Add dumplings; arrange chicken on top. Heat through and serve.

3 eggs, beaten 3 cups flour 1 tablespoon salt ½ cup water

Mix all ingredients together and beat with a spoon. Drop batter by teaspoonful into boiling salted water. Cook about 10 minutes; drain; rinse with cold water.

11/4 cups butter, softened 23/4 cups granulated sugar 5 eggs 11/4 teaspoon almond extract 3 cups all-purpose flour 1 teaspoon baking powder 1/4 teaspoon salt 1 cup evaporated milk 2 to 2 1/4 cup drained maraschino cherries Icing sugar

PREPARATION

Preheat oven to 350. Grease and flour a 12-cup Bundt pan.

Beat butter, sugar, eggs and almond extract in large mixing bowl on low speed until blended. Beat on high until light and fluffy. Approx. 5 minutes. Combine flour, baking powder and salt in a medium bowl. Alternately add dry ingredients and evaporated milk to mixture. Gently mix after each alternating addition. Gently incorporate cherries. Turn batter into the pan. Bake for 55 Cherry Pound Cake minutes. Loosely cover with foil; bake another 15-20 minutes. A toothpick should come out clean. Cool 5 minutes. Invert cake onto cooling rack. Let completely cool. Drizzle cake with sugar topping just before serving.
