Message from SC Ports President and CEO Barbara Melvin

B

Barbara Melvin

ehind any port operation are the people keeping a supply chain fluid.

In today’s fast-paced, interconnected world, it can be easy to forget that a lot happens behind the scenes for your packages to swiftly arrive on your doorstep. It is easy to take it for granted when local retail stores and grocery stores are fully stocked. That’s where we come in. We are logistics experts. Everyone working at SC Ports, along with our many maritime and logistics partners, plays a key role in getting goods to the businesses, manufacturers and communities that need them. We are so fortunate to have the best port teammates and maritime community members in the country operating our port terminals and inland ports. Our teammates keep freight moving through our supply chain. As a well-run port with capacity in the booming Southeast market, SC Ports plays a big role in supporting business growth and attracting new investment to South Carolina. Industry is thriving, and we are boldly investing in critical port infrastructure to meet this demand. Port investments ensure we keep freight moving for our customers. We run a world-class port that propels our economy forward, with port operations supporting 1 in 9 jobs in South Carolina. That corresponds to 260,000 jobs in South Carolina that are supported by or connected to port operations. This accounts for jobs that are connected directly to the port, as well as for jobs at port-dependent businesses throughout the state — from the advanced manufacturers to the mega retailers, to the small and big businesses alike. As the 8th largest U.S. container port, SC Ports is a powerhouse port with the best people, infrastructure and operations to keep freight moving, and we work hard every day to be the preferred port for the U.S. East Coast.

ith more than $3 billion invested into port infrastructure, SC Ports has the capacity and capabilities to support growth

in the booming Southeast and efficiently move goods for port-dependent business. “We have remained incredibly competitive as the 8th largest port in the country,” SC Ports President and CEO Barbara Melvin said. “We are making bold investments in port infrastructure to seamlessly handle imports and exports for companies.” Charleston now boasts the deepest harbor on the U.S. East Coast at 52 feet, making it capable of effortlessly handling fully loaded vessels at any tide. This new depth, combined with widened turning basins, allows for more fluid vessel movements

and helps keep goods flowing through the supply chain. Alongside a deepened harbor, SC Ports has invested in terminal capacity and operations at the Port of Charleston. The stateof-the-art Leatherman Terminal stands ready with 700,000 TEUs of capacity and a new berth to further support U.S. supply chains. The modernized Wando Welch Terminal offers a strong wharf to handle bigger ships, a more efficient terminal layout and new cargo-handling equipment. The terminal has 15 155-foot-tall ship-to-shore cranes, enabling crane operators to quickly work three ships at a time, with five cranes per ship. SC Ports also plans to add at least 2 million TEUs of additional capacity at the Port of Charleston by modernizing North Charleston Terminal, making it comparable to the state-of-theart Wando Welch Terminal. With upgraded cargo-handling equipment and an optimized terminal layout, the already-efficient North Charleston Terminal offers future growth potential. “We have the opportunity to enhance North Charleston

Investing in rail capacity

Terminal and add capacity to an already-deepened asset to further support our customers’ supply chains,” Melvin said during the 2023 State of the Port Address. As part of the Charleston Harbor Deepening Project, the Cooper River has already been deepened up to North Charleston Terminal. This depth, combined with the South Carolina Department of Transportation’s plans to replace the Don Holt Bridge on Interstate 526, sets the stage for the modernization of North Charleston Terminal. “A taller bridge and deepened harbor can accommodate larger vessels, and enhanced terminal capacity will drive growth,” Melvin said. “The South Carolina Department of Transportation is playing a pivotal role in this vision. We are excited to see this critical highway infrastructure project benefit the people who live here, as well as the businesses that depend on the port. These investments will support SC companies’ growth well into the future.”

With the ongoing growth in the Southeast, SC Ports is actively building port capacity and rail capabilities with the new Navy Base Intermodal Facility in North Charleston. Significant progress has been made over the past year to prepare the site for new cargo-handling equipment, buildings and rail tracks. The state-of-the-art cargo yard will be dual-served by CSX and Norfolk Southern when it opens in July 2025. Within the facility, six rail-mounted gantry cranes will move containers on and off CSX and Norfolk Southern trains. A onemile dedicated drayage road will be used to truck cargo to and from Leatherman Terminal, and a future barge will transport containers between the Leatherman and Wando Welch terminals. These projects will greatly enhance supply chain fluidity and reliability by swiftly moving cargo between the Port of Charleston and inland destinations. “These critical infrastructure projects are made possible by $550 million in state funding,” Melvin said. “The South Carolina Legislature and Governor McMaster understand the key role our port plays in driving our state’s economy. When our port grows, our state thrives.” SC Ports is also expanding rail-served Inland Port Greer to handle the incredible customer growth in the Upstate over the past decade. The expansion involves doubling cargo capacity and enhancing rail capabilities. More than 9,000 feet of new rail has been installed, including additional rail processing track and two rail storage tracks within the terminal. The container yard is currently being expanded by 18 acres to the east and west to handle 50% more SOUTH CAROLINA PORT GUIDE

cargo. SC Ports is also doubling the size of the existing chassis yard capacity. “Having a strategically located inland port network helps attract cargo from inland markets,” Melvin said. “Customers benefit from supply chain efficiencies and reduced emissions by moving more cargo by rail through Inland Port Greer and Inland Port Dillon.” Driving economic growth

Port investments drive economic growth in South Carolina, creating generational opportunities for South Carolinians. A new study found that having a world-class port in South Carolina makes a nearly $87 billion statewide economic impact each year, according to Dr. Joseph Von Nessen, a research

economist and professor at the University of South Carolina Darla Moore School of Business, who authored the study. The study found that port activities support 1 in 9 jobs in South Carolina, meaning that 260,000 S.C. jobs are tied — directly or indirectly — to port operations and port users. These jobs account for both those employed by the port and maritime industry, and those working at port-dependent businesses around the state, like advanced manufacturers or retail distribution centers. “As a state, this all makes us more competitive. Building port capacity attracts more businesses, investments and jobs to South Carolina,” Melvin said. “When port-dependent businesses thrive, it creates opportunities in our communities. SC Ports is proud to keep freight moving for South Carolina.”

“Port operations attract port-dependent businesses to locate or expand throughout the state, generating billions in economic impact and supporting thousands of jobs for South Carolinians,” Von Nessen said. “Our state’s economic success is directly linked to SC Ports’ continued growth.” In addition to being an economic engine for South Carolina, SC Ports supports 1 in 9 jobs in South Carolina, according to the 2023 SC Ports’ Economic Impact Study. This translates to 260,000 jobs in South Carolina that are tied — directly or indirectly — to port operations and port users. This accounts for jobs that are connected directly to the port, as well as for jobs at port-dependent business throughout the state — from the advanced manufacturers to the mega retailers, at small and big businesses alike. “Having a top 10 U.S. container port in South Carolina makes a big economic impact across the state,” SC Ports President and CEO Barbara Melvin said. “SC Ports is proud to play a role in supporting South Carolina’s economy and creating generational opportunities for South Carolinians.” By supporting thousands of port-dependent businesses throughout the state, SC Ports drives economic growth and supports high-wage jobs for South Carolinians. Port operations and related activities generate $17.6 billion in labor income for South Carolinians that would not exist otherwise, data show. This translates into an average annual income of nearly $68,000 for all jobs supported — either

SC Ports has operations in the Lowcountry, Pee Dee and Upstate, serving customers around the state by efficiently moving imports and exports so that they can run their businesses and reach their consumers. The Upstate accounts for the highest concentration due to its big manufacturing base. “Our port system is truly a port for our entire state, and you can see that impact in every region,” Melvin said.

SC Ports offers powerful alternative gateway on U.S. East Coast

A

s the eighth largest U.S. container port, SC Ports gives cargo owners access to a well-run port with capacity in the booming

Southeast market. “SC Ports is a powerhouse port known for providing reliable, efficient port service,” SC Ports President and CEO Barbara Melvin said. “SC Ports serves as a powerful alternative gateway for shippers on the U.S. East Coast.” As more cargo shifts from the U.S. West Coast to the U.S. East Coast and the Southeast market continues to thrive, SC Ports has ample capacity to handle customers’ growth. In the past few years alone, SC Ports has $3 billion invested into critical infrastructure to provide fluidity and capacity for cargo owners. “Thanks to our significant investments in port capacity and capabilities, SC Ports is perfectly positioned to be the preferred port on the U.S. East Coast,” Melvin said. Infrastructure investments have yielded big-ship capa-

bilities, modern port facilities and efficient operations — all designed to speed goods to market. Two rail-served inland ports provide quick access to inland markets, ensuring goods flow between the Port of Charleston and the interior. SC Ports is currently expanding Inland Port Greer to double its cargo capacity and increase rail capabilities. To further enhance rail capabilities, SC Ports will open a state-of-the-art, rail-served intermodal yard near the Port of Charleston in 2025. The new Navy Base Intermodal Facility will provide near-port rail and enhanced efficiencies to SC Ports. Class I railroads CSX and Norfolk Southern will serve the facility, in partnership with Palmetto Railways. The facility will seamlessly move cargo between SC Ports and inland markets, as well as support SC Ports’ rail-served Inland Ports in Greer and Dillon. “As companies expand their operations and invest in new facilities in South Carolina and throughout the Southeast, SC Ports is investing in critical port infrastructure to support this growth,” Melvin said. This facility is needed as the Southeast overall is thriving, with more people and businesses flocking to the region each year. Companies opening import distribution centers and manufacturing facilities in South Carolina benefit from access to world-class port, available land and an expansive infrastructure network. The Charleston market offers rail-served industrial sites and spec-built warehouses to support import distribution centers and cold storage facilities, all within 30 miles of SC Ports’ port terminals. “South Carolina Ports is well-positioned through strategic investments to support the growth occurring in the U.S. Southeast,” SC Ports Chief Commercial Officer Byron Miller said. “We are a powerful alternative gateway on the U.S. East Coast for shippers wanting a reliable supply chain partner and access to a booming market.” Charleston also now has the deepest harbor on the U.S. East Coast at 52 feet, capable of handling mega container ships at any time, any tide. “We are experts at quickly working ships for ocean carriers and efficiently moving cargo for the businesses who entrust us to expertly handle their goods,” Melvin said. “We provide the service, speed and connectivity that our customers depend on to thrive.”

Maritime Association of S.C. connects key partners in the state maritime community By Taylor Jackson, president & CEO of The Maritime Association of South Carolina

T

he Maritime Association of South Carolina is a member-based trade association that connects the maritime industry and businesses

who support maritime commerce. MASC serves as a platform for information dissemination, collaboration and partnership within its community. We advocate for issues impacting the industry and serve to advance, promote and protect the interests of the maritime community across South Carolina. The Maritime Association is almost 100 years old and continues to be a driving force in the community because of the partnerships and teamwork in the waterfront.

At the heart of the community is the SC Ports Authority, one of the busiest and most strategically located ports on the East Coast. The importance of this harbor cannot be overstated as it serves as the gateway for global trade, connecting South Carolina to the rest of the world. Taylor Jackson MASC is pleased to work with several representatives within the supply chain. One important element in the chain is the Charleston Branch Pilots. Harbor pilots serve South Carolina to prevent maritime incidents that would result in harm to the environment, the public and mariners; and to maintain a smooth and efficient flow of maritime commerce. As a full-service pilot organization, Charleston Branch Pilots provide pilotage services to vessels engaged in domestic

and foreign trade. All members are both state and federally licensed for unlimited tonnage throughout the Port of Charleston. Another valuable partner are the tugs and marine towing – McAllister Towing is one of the oldest and largest family-owned marine towing and transportation companies in the United States. They operate a fleet of more than 60 tugboats, crew boats and barges in 13 locations along the East Coast. In each port, McAllister is engaged in ship docking, general harbor towing, coastal towing and bulk transportation. “McAllister Towing has long been a valuable partner to MASC and instrumental within the waterfront community in Charleston,” said Steve Kicklighter, vice president and general manager of McAllister. “And we look forward to many more successful years for South Carolina.” In the recent economic impact study released by SC Ports Authority, port activities support 1 in 9 jobs in South Carolina, or around 260,000 jobs. This is a huge number and something that we want to build upon by creating awareness on these jobs – jobs that are often higher paying than the state’s average salary. By working with schools on apprenticeship and mentorship programs, we can highlight the careers that are available right here in South Carolina. One of the main initiatives of MASC (and one that is near and dear to my

heart) is education and workforce development. We are partnering with SC Logistics, an initiative within SC Competes, and SC Ports Authority on the state’s first Maritime & Logistics Youth Expo. Amy Sartain, Director of SC Logistics at SC Competes said, “We are working with our K-12 communities, in collaboration with our industry partners, to highlight these career opportunities with curriculum, supply chain games and general awareness.” While many people just know their packages show up at their doorstep or in their local grocery store, there are hundreds of people involved in this supply chain. From logistics experts and transportation to warehousing and manufacturing, the ripple effect is felt throughout the economy. When the maritime industry succeeds, it means more job opportunities, higher economic growth, and makes South Carolina more competitive. The maritime community is the unsung hero of Charleston, weaving together economic prosperity, cultural richness, national security and environmental stewardship. As the president & CEO of The Maritime Association of South Carolina, I look forward to working alongside our partners who continue to be the dynamic force that propels both Charleston and South Carolina forward.

ocated just minutes from Charleston and providing global access through a seamless network of transportation infrastructure, Camp Hall is a next generation commerce park that is home to an increasing number of exciting, innovative industries. A few examples:

The site will also link a socalled dark fiber route that will stretch from the Grand Strand to Atlanta via nine South Carolina counties.

• In December 2022 Redwood Materials made history in announcing a $3.5 billion investment at Camp Hall to establish batter manufacturing operations and create 1,500 new jobs. The company’s investment marks the largest economic development announcement in the history of South Carolina and positions Redwood to take advantage of-and help drive-a growing electric vehicle economy.

• Refuel, a Charleston-based convenience store chain, is the first retailer to buy property at Camp Hall. The property is located near Camp Hall’s original tenant, the Volvo Car USA manufacturing plant.

In 2023, • DC BLOX plans to connect its Camp Hall investment to its new $32 million Myrtle Beach “landing station” that will accommodate several intercontinental web-traffic cables being placed under the Atlantic Ocean by Google and by an affiliate of Facebook parent Meta Platforms.

Camp Hall stands out among other industrial and commerce parks because of its approach to “man, nature and the machine.” It is being developed as a people-and environment-first commerce park with amenities to help employees’ work-life balance and a commitment to maintaining an environment that is authentic to the natural habitat of coastal South Carolina. People-first amenities include outdoor basketball and volleyball courts, soccer fields, fitness

equipment and gathering spaces all opened to the park’s employees and retail development in Avian Commons, a 114-acre “village center”. In addition, Santee Cooper is creating more than 15 miles of multiuse trails system suitable for walking, running and biking. Camp Hall is also underway with restoration of approximately 480 acres of wetlands, part of a total of 1,400 acres of wetlands that will be preserved onsite. Further, a “Pollinator Pathway” was completed and is already blooming for birds, bees and butterflies. In total, 28% of the property will be preserved land devoted to natural growth, wildlife habitats, and features developed to maintain and improve a healthy ecosystem.
