Early Childhood Education Programs

Early learning programs in Taos serve young children from birth to age 5 and their families. Home visiting and Early Head Start services can also start prenatally to make sure that families receive good prenatal care and are ready to support their newborns. Taos is fortunate to have a wide range of early learning environments, from private to public non-profits, to Head Start. Many programs offer free Pre-K and now state subsidies for early care and education cover middle and lower income families. Early learning services provide a range of learning experiences for infants, toddlers, and preschoolers to ensure they develop and learn. Children with developmental delays and disabilities are supported through the Family Infant Toddler (FIT) Program and Early Childhood Special Education, at home or in their classroom setting. Early learning services also help parents know how they can best support their child’s development with daily learning opportunities. In Taos, we are fortunate to have Ensuenos y Los Angelitos. Early learning services in New Mexico are administered by the new Early Childhood Education and Care Department and utilize a range of state and federal funding 6

sources. One such resource is the Paso a Paso Network, which “integrates organizations into stronger, more flexible and effective structures by merging resources and systems to advance a collective mission” that supports families of Taos and western Colfax counties. Its roots go back more than 20 years when a group of Taos early childhood professionals – many of whom remain active in Paso today – “bridging the gap between these organizations, allowing them to work together to bring families the best possible care when it counts the most” (pasotaos.org). Today, the Paso a Paso Network works to improve outcomes in all areas of early childhood education and care. Network members represent one or more of four sectors: Early Care and Education; Family Support Services; Early Intervention and Special Rights; and Health and Behavioral Health. Paso a Paso bridges the gap between these organizations, integrating them into stronger, more flexible and effective structures by merging resources and systems to advance a collective mission. The result is improved efficiency among organizations and greater access, availability, and quality of services for families with young children.

Shared Professional Development

Paso a Paso initiatives help professionals develop innovative programs for families; improve practices; build and recruit the early childhood workforce; advocate for resources; and educate the community on the critical importance of the early childhood years. Paso a Paso’s target population includes its members and the children and families they serve: front-line staff including educators; developmental and infant mental health specialists; family therapists; pediatrician; nurse practitioners; home visitors; and community health workers.

Vote YES for kids

Vote Yes for Kids, is one of Paso’s latest initiatives to support early education and care. This November you will have the opportunity to vote for using the Permanent School Fund for early education and care, as well as public school education. These much needed funds will be used to elevate the incomes and quality of education. “The amendment would recognize that education begins at birth and allocate about $125 million from the state’s Land Grant Permanent Education Fund every year to the Early Childhood Education and Care Department and about $75 million to the Public Education Department” (voteyesforkidsnm. com). The funds will support under resourced programming and educators in early education and care that are paid poverty wages and low wages, and create equity among all educators.

Taos Family Development Center

The Taos Family Development Center is an on-site day care at Taos High School that serves teen parents and Taos Municipal Schools employees. The GRADS program – along with the Taos Family Development Center – helps high school students overcome the cycle of poverty through achieving a high school education and employability skills, and develop positive parenting and healthy relationship skills. The center serves children from birth to 4 years old.

Becoming an Early Childhood Education Teacher

UNM-Taos ECED Teacher Residency Program

The Early Childhood Education & Development (ECED) associates degree program is an innovative and comprehensive program, in which theory and practice are woven into the learning experience. Students engage in traditional studies and participate in a teacher residency, giving students an opportunity to be mentored by an experienced teacher in an early learning environment (birth to third-grade classroom) either where they work or they are assigned to a community school. Additionally, ECED students are given several opportunities to reflect on their coursework and hands-on classroom understandings, such as working with a mentor teacher and contributing in Taos' Collaborative Teacher Institute (CTI). Each component of the ECED program builds skills, knowledge, critical thinking, and reflective teaching, preparing our students to be competent and capable educators. The ECED program supports students who are interested in obtaining a solid understanding of early childhood, as well as the knowledge and ability to be successful students prepared to transfer into a 4-year university to complete their bachelor's in early childhood education (licensure pre-kindergarten to third grade or non-licensure) or a related field in family child studies. Students have the option of receiving stackable certificates: Child Development Certificate (CDC) (11-12 credit hours), Early Childhood Education & Development Certificate (32 credit hours), and then work toward an associates degree (61 credit hours).

There are several opportunities to receive a scholarship or financial support if you are studying education. UNM-Taos holds two scholarships for those who are Pell eligible - Grow Your Own Teachers for those who have been an education assistant in the public schools for two or more years, and the Teacher Preparation Affordability is open to all with certain stipulations. Additionally, if you are working in a program under the new Early Childhood Education and Care Department, you are eligible for a full scholarship. And as of this summer, UNM-Taos has also been awarded a grant to give qualified ECED students stipends based on the number of courses they are taking with us. Lastly, some students may be eligible for funds through New Mexico's WIOA Help program. THE IMPORTANCE OF CHILD DEVELOPMENT By the age of 5, 90% of the brain’s capacity has already developed. A child’s brain is more receptive to learning during the first 5 years of their life – than at any other point in time – when the brain is most flexible. The more you exercise different areas of the brain in the early years of development, the more lasting an impact it will have on their learning ability.

Home visiting services provide new parents with information, support, and access to resources in our community that promote early childhood development and a positive family foundation.

Holy Cross Hospital First Steps Program:

Tiwa Babies:

Few experiences are as rewarding and challenging as parenthood. Tiwa Babies Home Visiting is a service delivery that matches expectant parents/caregivers and parents/ caregivers of children 0-5 years old with a qualified early childhood specialist. Tiwa Babies Home Visiting services promote optimal child and family development. Services are universal, at no cost, and provided in the family’s home or another location of the family’s choice. *Some of these programs will have space available in the fall. The Kid’s Campus serves children 6 weeks to 5 years of age. Kids’ Campus is NAEYC accredited and a New Mexico FOCUS 5 Star program. Kid’s Campus is located at UNMTaos Klauer Campus, (1157 State Road 110, Ranchos de Taos, NM 87557), in the Kid’s Campus Building and serves as the early childhood lab school for the UNM-Taos ECED Dept.

Youth Development Inc. (YDI) Head Start and Early Head Start: ydinm.org/program/head-start/

Head Start is the national commitment to give every child, regardless of circumstances at birth, an opportunity to succeed in school and in life. In the 50+ years since its inception, Head Start has improved the lives of more than 37 million children and their families. Head Start alumni—or “Head Start babies,” as they often call themselves—are in all walks of the nation’s life.

Early Head Start/Head Start are two of the most successful federally funded childhood education programs ever created. They promote the school readiness of children ages 0-5 from low income families by enhancing their cognitive, social, and emotional development. Early Intervention Programs*

Early intervention is a system of services that helps babies and toddlers with developmental delays or disabilities. Early intervention focuses on helping eligible babies and toddlers learn the basic and brand new skills that typically develop during the first three years of life, such as: • physical (reaching, rolling, crawling, and walking); • cognitive (thinking, learning, solving problems); • communication (talking, listening, understanding); • social/emotional (playing, feeling secure and happy); and • self-help (eating, dressing).

Los Angelitos Early Childhood Service is an early intervention program that provides specialized services and supports to eligible children and their families from birth to 3 years of age, with identified developmental delays or who are at risk for delay. Play!

Parents often hear of the importance of playtime in preschool. Play is the foundation for all learning when it comes to young children. Play is how they begin to understand and process their world. Children’s play unlocks their creativity and imagination, and develops reading, thinking, and problem-solving skills, as well as further develop motor skills.

Social emotional development

In their first few years of life, young children acquire social and emotional skills such as regulating emotions, sharing with others, and following instructions. These skills lay the foundation for developing literacy, numeracy, and other cognitive abilities that are critical for success in school and life. Healthy social and emotional development is rooted in nurturing and responsive relationships with family members and other caregivers, including those who provide care in early learning settings. Early care and education professionals in child care and preschool classrooms are important partners in supporting social and emotional development, and ensuring that the youngest learners are ready for school and on the path to success.

From the Office of the Director of Federal Programs Dear Students, Parents, Guardians, and Community Members, On behalf of the Equity and Federal Programs staff, I want to welcome you to the start of the 2022-23 school year. We are looking forward to a productive year as we work to address students’ learning and their social-emotional needs. We begin this new school year with a continued commitment to providing all students equitable access to all resources and opportunities that TMS has to offer. This year TMS Federal programs will continue to focus on accelerated instruction to address the learning needs of our students and continue to build on our students’ strengths and talents as we prepare them for college and future careers. The Equity and Federal Programs department oversees several supportive programs within the district. Our office staff maintains a continual and collaborative relationship with Taos Pueblo Tribal

Government with ongoing consultation and Parent Committee member meetings once a month. The Federal Programs department works with our local community school, Enos Garcia Elementary, to braid funding that provides afterschool activities to students and families with additional support as needed. Our District Homeless Liaison provides students and families with many supports including food, housing, self-care, and mental and physical health supports. The district Bilingual program provides students in all school sites with highly qualified teachers who provide Spanish language instructions to students at all school sites within

the district. Taos Municipal Schools was able to include the Tiwa Language Program into our Bilingual application during the 2021-22SY and have recently expanded the program from Elementary and Middle School to Taos High School. The Comprehensive Literacy State Development Grant (CLSD) is providing all school sites, as well as our communities early childhood providers and charter schools with funding to ensure the development of literacy from ages birth to 12th grade. This grant opportunity has provided our school sites with a family engagement coordinator, additional interventionists to support learning growth after COVID-19, as well as classroom materials and supplies to support instruction at all levels. These programs as well as many other grants from my department offer students and families the opportunities to become successful during their education journey. I am looking forward to the upcoming school year and to continuing collaboration with our families and community partners as we move forward in implementing the initiatives, we have identified with our district staff, families, and community stakeholders. GRADS -Graduation, Reality and Dual-Role Skills Mission to support young parents for success is funded by the support for expectant and parenting teens and women grant awarded to the NMPED. The primary focus of NM GRADS is to provide in-school programs that address the needs of teenage families.

Afterschool/ Summer Enrichment Funds for the implementation of quality afterschool and summer enrichment programs which includes academic enrichment, physical activity, nutrition education, Science, Technology, Engineering, and Math (STEM), and/or English Language Arts initiatives and activities.

Comprehensive Literacy State Development A 5-year grant to improve literacy skills of preschool children and significantly increase the percentage of elementary, middle, and high school students to meet the State of New Mexico’s language and literacy standards, birth through grade 12.

Enos Garcia Elem. Community Schools Grant The Community Schools Implementation Grant was awarded to Enos Garcia Elementary. The CS Grant provides funds for community school initiatives and will help them to operate and sustain the community school framework.

FAEA (Fine Arts Education Act) “The purpose of the Fine Arts Education Act is to encourage school districts to offer opportunities for elementary school students to participate in fine arts activities, including visual arts, music, theater, and dance.” (22-15D-2, NMSA 1978). Students are introduced and experience cultural and historical art forms from local artists who go into classrooms to teach and demonstrate their craft. Art and music teachers also provide art edu-

Instructional Materials The goal of the Instructional Material Bureau is to provide schools access to superior instructional materials that are aligned to the NM Content Standards and meet the needs of diverse student populations.

NM PED IEA Grant Funds are provided to 23 school districts and district-chartered schools who enroll a significant number of American Indian students for the purpose of providing effective culturally relevant programs, opportunities and practices which contribute to the academic and cultural success of the Native students.

State Bilingual Program The Taos Municipal Schools receives state funding under the Bilingual Multicultural Education Act of 2004 (NMSA 22-23-1 through 22-23-6) to provide for

the education of our linguistically and culturally different students and for schools utilizing two languages as the medium of instruction for any part or all of the curriculum for the grade specified in the application for funding submitted to the NM PED.

TITLE I - Part A: Improving the Academic Achievement of the Disadvantaged Title I is the largest federal education program for elementary and secondary schools. These funds are targeted to high poverty schools and are used to provide supplementary educational services to students who are educationally disadvantaged or at risk of failing to meet the state standards. Schools have the option to follow a school wide or targeted model.

TITLE II - Part A: Preparing, Training and Recruiting High Quality Teachers and Principals The main goal of Title II is to provide funds to increase student and academic achievement by improving teacher quality and getting more highly qualified teachers and principals into schools. In alignment with Section 1119(a)(3) the Taos Municipal School District strives to ensure that all teachers teaching in the core content areas within the school district are highly qualified.

TITLE III - Part A: English Language Acquisition, Language Enhancement, and Academic Achievement Under Civil Right Law and the No Child Left Behind Act, school districts that receive Federal financial assistance have an obligation to identify and serve all ELL/LEP students. The purpose of Title III is to develop educational programs that will help ensure that Limited English Proficient (LEP)/English Language Learners (ELLs), statute uses (LEP), attain English proficiency, succeed at core academic subjects, and meet the same state academic content and student achievement standards expected of all children.

TITLE IV - Student Support and Academic Enrichment The Student Support and Academic Enrichment (SSAE) program. The SSAE program is intended to improve students’ academic achievement by increasing the capacity of State educational agencies (SEAs), local educational agencies (LEAs), and local communities to provide all students with access to a well-rounded education; improve school conditions for student learning; and improve the use of technology to improve the academic achievement and digital literacy of all students.

TITLE VI - Rural and Low-Income School Program This program targets rural school districts that serve high number of poor students. Funding from the Rural Low-Income Schools Grant may be used for a wide variety of activities authorized under various Title Programs of the No Child Left Behind Act. RLIS funding may only be used to supplement and not supplant other federal, state, and local funds. The funding at each school site aligns with activities appropriate for moving the school toward the district’s goals for increasing student achievement.

TITLE VII - Indian, Native Hawaiian and Alaska Native Ed The purpose of this program is to support the efforts of school districts in serving Native American students, so that they can meet the same challenging state student academic achievement standards that all other students are expected to meet.

TITLE VIII - Impact Aid Regular & Sp. Ed. The purpose of Impact Aid is to provide grants to school districts burdened by the presence of nontaxable federal lands, installations and housing authorities to make up for lost revenues and additional costs associated with federal presence. School districts are also responsible for educating children of federal personnel who live and/or work on these properties.

Parent and Community Involvement TMS welcomes parent and community involvement. Please come to our monthly IEC meeting on the 3rd Thursday of each month. Financial Reports The Indian Education Office in TMS receives funding from four sources (Operational, Impact aidRegular Education and Special Education, Title VI Formula Grant, and the NM SDI and Cultural Inclusion Grant). Indian Ed provides various levels of support to students in all TMS schools including locally authorized charters. Current Status of Federal Indian Policies and Procedures TMS Indian Policies and Procedures are reviewed, updated, and approved annually by the Taos Pueblo Governor’s Office, the Taos Pueblo Board of Education, the Indian Education Committee, the Superintendent of TMS, and the TMS Board of Education.

School District Initiatives to Decrease the # of Dropouts and Increase Attendance TMS has implemented an Early Warning System at secondary to proactively identify at – risk students for failure. Further, Indian Education Tutors and the College Liaison work with students to increase attendance, increase college readiness and decrease dropouts. Programs to support this work include college visits, and credit recovery summer school at Taos Pueblo Education and Training Division, and meetings to offer support to students and families.

Public School Use and Variable School Calendars The district calendar is generated annually via a committee which

includes representation from Taos Pueblo Tribal Government. The calendar denotes the largest cultural days for Taos Pueblo and all Taos Pueblo students are excused. Individual absences for other cultural activities are excused by the Taos Pueblo Governor’s Office upon the request of parents. For example, September 30th, Taos Pueblo’s San Geronimo Feast Day is included in the school calendar as Taos Pueblo Day, and all schools are closed for that day, or a day attached to the weekend so that everyone can attend.

School District Cosultations With District IEC Committee School Site-Parent Advisory Councils, Tribal, Municipal and Indian Organization TMS Indian Education designees (Superintendent and Director of Federal Programs) meet monthly with the Indian Education Committee, the Taos Pueblo Board of Education, and the Taos Pueblo Education and Training Division. The purpose of these meetings is to share information, updates, initiatives, and to seek input to improve Indian Education programs. We meet periodically with the Taos Pueblo Governor’s Office to review TMS Indian Policies and Procedures, current and proposed programming, and to seek approval for grants.

Indigenous Research and Evaluation Measures and Results For Effective Curricula For Tribal Students TMS collaborates with Taos Pueblo annually to provide professional development to TMS teachers regarding the history and values of Taos Pueblo.

NM Pre-K Programs Taos Municipal Schools is excited to continue to offer the New Mexico Pre-K programs at Enos Garcia and Ranchos Elementary. This is a program designed for four-year-old students as a full day program Monday thru Thursday.

New Mexico Pre-K is a program funded by the New Mexico legislature to provide early intervention services to children who are four years old by midnight August 31 of the upcoming school year. Program funds allow the district to provide research based best practices in early childhood education to students prior to their entrance into kindergarten. Educational research shows when students are able to attend a preschool program have more success in their school careers and students benefit from additional interventions when needs are identified and supported at an earlier age.

Taos Tiger Connect K-12 Online Academy is a unique, remote-learning opportunity for K-12 Taos students and students from around the state. TTCA uses the Edgenuity online platform that provides curriculum in core and elective courses to support students with their state graduation requirements. TTCA is an extension of each of the Taos School sites and allows students from other districts to continue to be a part of their residing school while taking remote courses via Taos Municipal School District and TTCA. Students taking courses online as a Taos Municipal School student in this remote setting will continue to be part of the school’s population with all the same benefits as an in-person student, while working on independent skills and a self-paced curriculum. With Edgenuity, support in academics is provided by a certified NM teacher in the subject area of that course. Arroyos del Norte Elementary School Home of the Coyotes

‘ADNE’s mission is to provide an innovative STEAM education that values student wellness and instills confidence to pursue global career pathways.’ Arroyos del Norte Elementary (ADNE) is the newest public school in the Taos Municipal School District. ADNE is located north of Taos and sits at the basin of the Sangre de Cristo Mountain Range. Students wishing to attend ADNE can either be dropped off at school or utilize bus transportation from the Taos Public Library or KTAO. Our current student enrollment is 110 (K-5). ADNE also has a Pre-K on school campus, run by YDI and students at ADNE receive free breakfast, lunch, and healthy snacks every day. ADNE has partnered with the Taos Soil and Water Conservation District, The Taos Land Trust, UNM-Taos, TWIRL, Los Alamos National Labs and several other community organizations as we take a deep dive into

the Next Generation Science Standards as we develop a high impact STEAM program at ADNE (Science, Technology, Engineering, the Arts and Mathematics). ADNE is currently working with community partners to integrate science and technology into our curriculum. Students will have the opportunity to participate in Project Based Learning activities throughout the year. Students will also receive one hour of bilingual instruction daily, robotics, computer technology, ski club, basketball, chess club, visiting artists program and after school tutoring. ADNE is in its fourth year of AVID (Advancement Via Individual Determination) as we continue to prepare our students for higher education and career related goals. ADNE’s pride and joy is our beautiful 30x70

greenhouse that will provide an outdoor classroom for our students to have handson lessons for science, math and health and to experience the joys of growing their own food. ADNE also has a nurturing center for Social Emotional Support on campus five days a week. Our First day of school for the 2022-23 school year is Thursday, August 11th from 8:30-3:30. Parents and Families of Taos Middle School, Welcome to the 2022-23 school year! As we embark on another school year, we can look upon the challenges that last year brought us and move forward in growing both academically and socially. As the school year begins there will be changes to our daily schedule to support our students academically. We have moved to a 7-period day, allowing students to go to each class and see their teachers daily. Advisory classes will be scheduled twice a week for a longer period of time, making time to participate in collaborative activities, get academic support, while learning to stay organized

and responsible, as well as continued connections between families and teachers. The social and emotional well-being of each student is important to us. Our focus this year will be on making sure that students aren’t just performing well academically but that they are able to make informed decisions, nurture positive relationships and exhibit empathy for one another. Welcome back to school! At THS, our goal is to bring our mission and vision of preparing all students for success in any field they choose to pursue in life. We are committed to supporting your student’s success and well-being in high school and to prepare them for college and career after graduation. Our academic program is designed to offer all students a rigorous and challenging experience in a supportive learning environment. THS is large enough that we have broad curricular offerings where the needs of all students can be met. These programs range from AP/ Honors, Dual Credit (earn high school credit & free college credit simultaneously), general and special education classes, and academic interventions to help students struggling in math or reading. All these courses are designed to engage students by supporting their interests, needs, and life goals. The THS Counseling Office offers guidance learning support services that is tailored to your student’s needs. Academic support happens through tutoring (afterschool and at lunch) and credit recovery (afterschool). Alternatively, students can seek additional challenge through academic advancement or earning an Associate Degree from UNM-Taos while in high school. Taos Cyber Magnet School Career and College Readiness

Taos Cyber Magnet School is a unique, blended-learning opportunity for high school students in Taos County and is a Taos Municipal District school. We offer Edgenuity, the online platform, that provides curriculum in core and elective courses to support students with their state graduation requirements. Additionally, students learn from live instruction and tutoring in English, Science, and Math. They also receive live Yoga and SEL classes to help support their emotional well-being. In this small school setting, students learn how to be independent and to self-pace, with support in notetaking and academic and social skill building from both the head teacher and tutors. The built-in calendar in Edgenuity is an added plus for following the lesson deadlines per day and week.

Math and Science tutors support the students, with a ratio of 1 to 5, with their lessons in Algebra I, Geometry, Algebra II and Pre-Calculus courses, in which most of the students at TCMS are enrolled, as well as project-based science activities while providing live instruction. As a result of specialized attention in math, math scores have improved on short-cycle assessments and EOCs by 13%. In addition to taking courses that prepare them for graduation, students at TCMS can participate in Internship programs like The Red Willow Farm and the “Farm to Table” program while working with the Enos Garcia elementary students.

“The teachers at Taos Cyber Magnet take their time to make sure we are learning and engaged. The Trout in the Classroom project was cool, and the Low Rider design project came out great.” Giovannie Mohammad, Sophomore. “The small size and very welcoming nature of Cyber Magnet helps students to focus better and is easier to make friends.” Maddison Gonzales, incoming Senior. TCMS students participate in extra-curricular programs like Café Scientifique that help them to grow their resume while learning about a variety of STEM topics given by

presenters from LANL and other scientists from around the state offered to Taos County Teens. This year, the students participated in a Robotics class that gave them an opportunity to learn coding and programming. TCMS students take college-entrance exams and work closely with the Upward Bound program which supports low- income families with tutoring in Math and Science and college and career readiness. They also participate in Bridges Project for Education to prepare them for the transition from high school to college, focusing on the application and FAFSA processes.

‘It’s dear old Taos High, the pride of all the folks around here…’

Some of my earliest memories as a child include attending Taos Tiger games with my father and when we were not attending games, we were discussing it around our dinner table or with my grandfather over a cup of coffee. This is a memory that I know I share with many in our community. The fact is Taos Tiger Athletics has served as a source of pride in our great valley for decades. It has linked generations of Taosenos together. Like every school year we look forward to another exciting and action-packed sports season for all our Tiger sports. Our many sports programs are led by some of the finest coaches in the state who work diligently to support these athletes not only on the fields and courts but in the classroom as well. Here at Taos High, we view athletics as an extension of the classroom, that gives many young men and women an opportunity to develop the skills of discipline, teamwork and shared responsibility. It is not uncommon to visit Taos High School on a summer day and see hundreds of athletes perfecting their craft and preparing for the upcoming season. Let us continue to celebrate these student-athletes and their coaches, acknowledging all their sacrifice and hard work. As we do so, let us also remember to always support them in a positive manner. Their commitment and dedication should never be overshadowed by unruly fan behavior. Students who qualify for exceptional programs have been identified by a multidisciplinary team with one or more of thirteen recognized disabilities and a need for specially designed programming to be successful in school. A multidisciplinary team consists of individuals who have expertise in various areas and most importantly you as their parent! In New Mexico students also qualify for exceptional programs if they meet the state criteria as gifted by a multidisciplinary team in either academic achievement, critical thinking, or creativity.

How do I know if my child qualifies for Exceptional Programs?

There are a number of pathways to potentially identify a student with a disability. 1.

Your child can be referred for an evaluation by your schools Student Assistance Team (also known as

SAT) if he/she has not made expected progress, even after research-based interventions have been implemented over time. 2.

Your child may have participated in a Child Find activity and a referral may be made to the school district.

You can request an evaluation from school personnel at any time. Exceptional Programs staff will meet with you and your child’s teacher to review existing data and provide recommendations. If it is in the best interest of the student to proceed with an evaluation, you will meet with a professional from the district to receive information on the potential assessments and will be asked to sign a consent form to proceed with the assessments. A licensed professional diagnostician will gather more information from both you and your child through some interviews and standardized assessments. Also, other professionals may become involved, such as a Speech Language Pathologist, Physical Therapist, Occupational Therapist, etc. Any additional information you have from evaluations you have had completed, please share the with the team, as any additional data is added to the ‘body of evidence’ to make the best decision for you child. The team will then meet to review all this data and make an eligibility determination based on state guidelines. As your child’s parent, you are an essential member of the ‘IEP team’ in the process.

What is an IEP?

An IEP is an Individual Education Plan, which is an agreement between the school and you to provide specifically designed instruction and individualized support to your child to access the same curriculum as other students. It is a living document that should change regularly as the team refines strategies to maximize your child’s ongoing educational success.

Who calls an IEP meeting?

Your child’s case manager will schedule at least one IEP team meeting every year to review your child’s progress on their goals and update the current IEP. Your child’s case manager will also schedule a re-evaluation every three years. Any member of the IEP team can call for an additional meeting at any time to review the current document and make any changes to the plan or services. As you are a member of the team, you may ask for a meeting at any time.

Other important terms To know:

IDEA – Individuals with Disabilities Education Act: This is the guide from the federal government on how special education and related services are provided to children with disabilities. Each state then adds to those laws. The educational and related services are provided with no charge to you, provide access to a public education LRE – Least Restrictive Environment: To the maximum extent appropriate, a child with a disability is educated with their nondisabled pers, if that is the best learning environment for them. This is an IEP team decision. Related services are services determined necessary for a child with a disability to access their education. These services may include: speech language services, audiology, interpreting services (for the deaf and hard of hearing), psychological services, physical and occupation therapy, orientation, and mobility (for the visually impaired), nursing services, and counseling/social work services. This is not a comprehensive list as there may be more allowed by law.

Entering its second year with a full-time District Social Emotional Learning (SEL) Coordinator, the Taos Municipal Schools will continue to pursue fulfilling the Collaborative for Academic, Social, and Emotional Learning’s (CASEL) substantial definition of what SEL means (sidebar right). During the 2021 – 2022 schoolyear, all employees participated in two wellness and enrichment professional development mornings facilitated by ten community partners. Three community partners followed up by offering evening enrichment activities to employees. are plans to weave components of the upcoming EQ Retreat in late August into year-long activities that build on foundational skills introduced during the retreat. A group of eight Taos educators visited schools in Dallas in April to observe “SEL in Action.” Our SEL colleagues in Dallas hosted visits to schools that incorporate SEL into their daily routines, with focus on CASEL’s Three Signature Practices, authentic student voice and leadership, school calming and resetting areas, and administrative participation and support with SEL. The Taos educators returned with concrete ideas for SEL implementation at their own schools. Administrators and teachers at all Taos schools are in the process of incorporating CASEL’s Three Signature Practices into all adult and student group interactions. New this year, each school will have a paid SEL Cham-

pion to promote and assist in developing SEL capacity at each school and with each school’s SEL site team. The elementary schools and middle school are reviewing potential curriculum to build into daily and weekly schedules. Community partners at UNM-Taos /The Harwood Museum are building an SEL program for fifth grade, sixth grade, and art teachers to help our students navigate the transition from elementary to middle school. The district was also awarded an “SEL in Action” grant from the Rockefeller Philanthropy Advisors and Education First to create a four-part student leadership summit that will culminate with sixth through twelfth grade students sharing with administrators and the school board what they need to feel safer and more engaged at school. Student Nutrition Programs Community Eligibility Provision The Healthy, Hunger-Free Kids Act of 2010 provides an alternative to household applications in the National School Lunch and School Breakfast Programs. The intent of the Community Eligibility Program (CEP) is to improve access to free school meals in eligible, high poverty school districts and to eliminate the administrative burden of collecting household applications. Taos High School, Taos Middle School, Enos Garcia Elementary School, Ranchos Elementary, Arroyos del Norte Elementary, Chrysalis Alternative High School and Cyber

Magnet School are participating in a Universal Breakfast and Lunch Program for the current 2022-2023 school year. If your children attend any of the schools listed, breakfast/lunch will be available to them at no charge. All students enrolled at these schools may participate in the breakfast/lunch program at no charge to them. By providing breakfast/lunch to all children at no charge, we are hoping to create a better learning environment for our students. Numerous studies and practical thinking all point to the realization that hungry children

cannot learn as well as children who are fed balanced meals. The school breakfasts and lunches follow USDA New Meal Pattern guidelines for healthy school meals. The Summer Food Service Program (SFSP) ensures that low-income children continue to receive nutritious meals when school is not in session. The National School Lunch Program offers cash reimbursement to help schools serve snacks to children in afterschool activities aimed at promoting the health and well being of children and youth in our communities. Competitive interscholastic sports teams are not an eligible afterschool program. The programs must meet State/local licensing requirements, if available, or State/local health and safety standards. Health, Wellness and Immunization Requirements Welcome to the 2022/2023 School Year! The Taos Municipal Schools continues to promote safe COVID 19 practices. The available COVID 19 vaccines and continued safe COVID 19 practices has continued to keep Taos Municipal Schools a safe place for students and staff. Many of the same guidelines are still in effect from last school year. The following are some of the safety/health measures that will take place for students and staff: • Students and staff regularly wash hands and time is provided during the school day to do such. • The school is thoroughly cleaned more than once a day in accordance with CDC recommendations. • Hand sanitizer is provided in each classroom and in main locations throughout all schools and frequently used. • Students and staff are able to make the choice to wear masks or not wear masks. • Hand washing/sanitizing will be required throughout the day. • Parents/guardians will be asked to check for COVID-19 symptoms at home prior to departing for school each day. • Students and staff will be asked to remain home if sick. • At this time, some buildings

may require parents/guardians to set up an appointment to go into the building. School building access will be limited to people providing essential functions only.

CDC: Families & COVID 19 The CDC recommends everyone receiving their COVID 19 vaccines and boosters as soon as it is available. Practice and reinforce good prevention habits with your family. • Avoid close contact with people who are sick. • Cover your cough or sneeze with a tissue, then throw the tissue in the trash. • Wash hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing. If soap and water are not readily available, use a hand sanitizer that contains at least 60% alcohol. • Keep your child at home if sick with any illness. • If your child is sick, keep them at home and contact your healthcare provider. Talk with teachers about classroom assignments and activities they can do from home to keep up with their schoolwork.

Keep your child home if they have symptoms. If your child is exposed to COVID-19 and unvaccinated, the district will have a Test to Stay. Test to Stay means we will test 3 times at the school, no cost to parent, within the 5 days after exposure. If your child tests positive for COVID-19, you child will need to quarantine for 5 days after the positive test (counting the date of the test as day zero). On the 6th day they can return to school as long as their symptoms have improved and fever free for 24 hours without fever reducing medication. If your child is immune compromised and has tested positive, please reach out to you school nurse as their isolation period may be extended to 20 days. Please keep your school nurse up to date on your child’s COVID-19 vaccination status. It is NOT mandated by NM PED or Taos Municipal Schools that your child be vaccinated for COVID-19. The random testing of unvaccinated students is no longer required.

Required Immunizations Taos Municipal Schools’ nurses ensure students are in compliance with the immunization laws by reviewing each immunization record. Upon review, parents will receive guidance to ensure their child becomes and/or remains in compliance with New Mexico Department of Health requirements. Exemptions from School and Daycare Immunization Requirements The New Mexico Immunization Exemption Statute (24-5-3) allows only two types of exemptions for children seeking exemption from required immunizations to enter school, childcare or pre-school. The two exemptions are medical or religious. If there is a medical reason for exempting, a signed medical exemption must be obtained from a dulylicensed physician attesting that the required immunization(s) would endanger the life of the child.

IF THERE IS A RELIGIOUS REASON for exempting, the child’s

parent/guardian must ask an officer of the church to write a letter on your behalf stating that you are a member of the church, and the church uses prayer or

spiritual means alone for healing; or if access to a church officer is not possible, then the child’s parent/guardian must complete the Certificate of Exemption Form. The form requires a statement of the religious reasons for requesting to have a child exempted from immunization. The law does not grant immunization exemptions for philosophical or personal reasons. Once a completed, notarized, original Certificate of Exemption Form is filed with the Department of Health, the Department has up to sixty days to notify the parent/guardian if the request is approved or denied. If approved, the parent/guardian will receive two copies of the original form with a clear “Approved” box checked, a signature from an officer of the Department, and an expiration date. The parent/ guardian must take the Approved form to the child’s school. If denied, the parent/guardian will receive a letter from the Department of Health explaining that the request is denied, and that the parent/guardian has the right to file an appeal with the Department of Health Cabinet Secretary. Teaching and Learning The Capstone Project is a hallmark of the MVHS experience. It provides a way for students to learn through a self-determined, focused project bringing together multiple academic disciplines. It is a sustained investigation that happens in phases: Proposal, Work, Presentation, Reflection. Students garner feedback from teachers and personally selected expert mentors throughout each phase of the project. AP gives students the chance to tackle college level coursework while they’re still in high school-whether they’re learning online or in the classroom. AP exams create opportunities for advanced placement in college and earn college credit. PreAP courses develop foundational skills to prepare students for more advanced coursework. The National Certificate for STEM Excellence (NCSE) recognizes individual school campuses for their commitment to- and growth in- teachers’ implementation of 21st Century and STEM strategies. Evolving from STEM professional development and curriculum created at Rice University, NISE STEM certificates integrate the most recent research in STEM, 21st Century Learning, and educator professional development. As the 2022-23 school year quickly approaches, I am honored and privileged to welcome everyone back for another great year at Peñasco Elementary. It is our mission to engage and empower every child, and to have them feel that they are a part of our Panther family. Additionally, we strive to challenge each student to grow academically, behaviorally, and socially. As a new school year approaches, it allows us to work hand in hand with all parents to ensure the very best for all of our children. We encourage each of you to join us for a “Meet and Greet” on Tuesday, August 9, 2022 between 5:00-7:00 in the Commons Area, Peñasco Elementary. This will give you an opportunity to tour the school, meet teachers, and receive important first day information. The first day of school for all students is on Wednesday, August 3rd. During the first week of school, we will conduct an orientation with all students to help them adjust to the new school year for those new to our district, a new school. At this time we will also review school-wide expectations and daily procedures. All students are expected to wear appropriate attire. If you are unsure, please refer to our student handbook or visit our website. Please be reminded that our new school hours are 8:00-3:15, please have students at the school at 7:55. I want to thank everyone for their patience, understanding and support during the difficulties we faced last year; not only the challenges resulting from COVID but also campus heating issues and disastrous fires that engulfed our region. Thank You, it is a joy and pleasure to be part of such a great community. This school year, we are proud to announce improvements in our district’s services. We listened to your concerns, adjusted, and added services to better provide for the children of PISD. Within our district website (www. penascoisd.com), you will find the school calendar which incorporates an extended school year and a bell schedule reflecting a shorter school day. Bus routes have been adjusted to reduce travel time for most students. This supports access to an improved nutritious homemade breakfast menu served in the cafeteria prior to the morning bell. We are immensely proud to report we have a full prek-12 teaching staff. As a result, we have had the opportunity to revise our course offerings; add a culinary arts program, increase career and technical courses, and add remedial and enrichment programs during and after school. Over the summer, staff attended various trainings enhancing their knowledge and practices to implement our AVID initiative which prepares students to be college and career ready. When you return you will see a more welcoming and appealing campus due to the diligent efforts and arduous work of our facilities team and external contractors. Improvements include campus landscaping, new furniture, and renovation to buildings. This year we will continue to focus on student and staff well-being, communication, and curriculum enhancements. To continue success at PISD, I encourage our community, parents, staff, and students not only to participate in activities/events but to join our collaborative meetings to further improve our district. We have many exciting changes coming throughout the 2022-2023 school year. Peñasco Middle and High School are dedicated to individualizing academic plans for each student and to support and prepare students to enter college or the workforce upon graduation. Who says you can’t teach an old dog new tricks?”

The Commercial Drivers Licence (CDL) program is designed to prepare students with the knowledge and ability required to pass the CDL written and driving skills tests. Through practical skills training, the CDL program helps students become safe and knowledgeable drivers. There is huge demand for new commercial vehicle drivers in the work force. The program also provides shortterm workforce training certificates that meet industry standards. Upon successful completion of the CDL program, students earn industryrecognized credentials for the truck driving trade. UNM-Taos also offers a yearly CDL B Passenger endorsement course for students who may want to drive passenger vehicles like school busses.

3D PRINTING

This certificate is designed for students who want to gain knowledge about 3D printing and hands-on experience using 3D printers. 3D printing is particularly relevant for students in preengineering and computer-aided drafting degree programs, but the courses are open to anyone interested in turning a design idea into a real physical product. 3-D printing technology is currently used in architecture, industrial design, the automotive industry, aerospace, the military, engineering, the dental and medical industries, biotechnology, fashion, footwear, jewelry, eyewear, education, and many other fields.

HOSPITALITY MANAGEMENT

This program prepares students with the skills necessary to serve as managers at hotels, restaurants, and resorts. Classes in the program will cover the hospitality industry and various employment and educational opportunities. You will also study hospitality operations, marketing, event planning, and food safety and production. Organizational planning, human resources, leadership and management skills will be developed and applied. Students will receive ServSafe certifications upon completion.

NATURAL RESOURCES

The certificate in Information Technology Support provides students with core IT knowledge and technical support skills that lead to positions in local businesses or remote companies. These courses prepare students to pass tests to obtain a range of industry-recognized credentials, covering topics such as Help Desk support, Systems Administration, Networking, Security, and Cloud Technologies. Students will also learn how to apply these skills in a tech support environment, developing the crucial interpersonal skills that will enable them to be valued team members for any organization.

The Natural Resources Management program is for students who love the outdoors and want a job taking care of it. If you love fishing, hiking, and camping, then this is the program for you. We provide you with the education you need to understand environments, human impacts, and management approaches to protect and preserve wildlife, water, and land resources. We partner with federal agencies such as the U.S. Forest Service and local organizations such as Taos Land Trust to provide students with hands-on experience and skills. We support students through transfer to regional colleges/universities to complete bachelor’s degrees. We have an excellent track record of job placement after earning a degree.

The Business Computer Certificate Program consists of hands-on training to prepare students for employment, whether in Northern New Mexico or as remote workers. This program also provides a basis for further study. The program emphasizes developing student skills that are useful in a business office environment, including using desktop and web-based applications as well as crucial internet and information literacy skills. Students may choose from electives that expand their knowledge of business and communications skills, or they may focus on further developing their computer skills through electives from the Computer Technology Program core courses. Key local employers have collaborated with us on the development of this program, ensuring that our students leave with the skills employers want.

HOLISTIC HEALTH

Our students, who are of all ages and from all walks of life, work toward the Holistic Health and Healing Arts (HHHA) Certificate for a variety of reasons. Some choose this route purely for self-exploration and self-healing, while others find our classes support them through the stress of college. Other students wish to embark on yoga teaching careers or in the fields of Complementary Alternative Medicine and the Healing Arts. Still others have found our classes complement careers in social work, human services, psychology, and medicine. This 30-credit certificate has two main tracks. The first track takes students through a variety of healing modalities like meditation, herbs and Chinese medicine, nutrition, and Reiki. The second is a focus on yoga via the 200-Hour Yoga Teacher Training track.

COMMUNITY HEALTH WORKER

Community Health Workers (CHWs) are frontline health workers who are trusted members of the communities they serve. CHWs improve the health and well-being of their fellow community members and their community overall. They work and volunteer in community and clinical settings helping people of all ages get the services, knowledge, and tools that they need to live their best lives. At a broader level, CHWs work with community members and leaders to promote a healthy community environment, social justice, and health equity for all. UNM-Taos was the first college in New Mexico to offer a creditbearing, standards-based, nationally aligned training program for CHWs in 2010, shaped by decades of on-the-job training of CHWs in healthcare settings.

MASSAGE

Massage therapists treat clients by using touch to manipulate the muscles and other soft tissues of the body. With their touch therapists relieve pain, help heal injuries, improve circulation, relieve stress, increase relaxation, and aid in the general wellness of clients. Since 2007, UNM-Taos has been offering an Integrative Massage Therapy Program with an emphasis in medical massage. This holistic program is designed for students aspiring to become licensed massage therapists in the state of New Mexico.

STRUCTURAL INTEGRATION

Structural Integration is a holistic approach of bodywork and manipulation that focuses on the connective tissue—the fascia—of the body. Through a series of sessions, Structural Integration (SI) works to restore posture and heal tightened and thickened fascia due to injury, stress, work-related issues, and other factors—all of which can cause chronic pain and limited mobility.

The program’s mission is to impart the knowledge and experience that will prepare graduates to sit for the state licensure exam required for entry-level employment in massage therapy.

The program is geared toward current Licensed Massage Therapists, as well as instructors of body-centered therapies like Pilates, Feldenkrais, and yoga instructors. The 510 contact hours of training meets the International Association of Structural Integration (IASI) requirements for training in the SI Series work.

FINE ARTS

The Art Department at UNMTaos offers an Associate of Fine Arts. Courses include a variety of studio disciplines including art practices, drawing, painting, sculpture, ceramics, metals, photography, and printmaking, as well as art history courses. Students are supported in following their personal goals beyond community college including pursuing their Bachelor of Fine Arts and other degrees, or working within the art community of Taos and beyond. The Art Department is committed to engaging students in a rich dialogue on contemporary art and art history. Students learn traditional foundations, contemporary applications of materials, interdisciplinary practice, and conceptual problem solving.

DIGITAL MEDIA ARTS

The two-year Associate Degree Program in Digital Media Arts teaches both technical “hands-on” skills and media theory. Students emerge from the program with the skills necessary to understand the trends of the media industry and produce their own original content. This program focuses on teaching industry-standard skills and developing an entrepreneurial mindset. Students graduate from the program with a professional project in their portfolio and with a solid introduction of what it takes to launch a media career. The program is dynamic, practical, and fun. This degree has class credits that easily tranfer into other programs with the Bachelor of Arts and Bachelor of Fine Arts degrees in Film and Digital Media Arts at UNM Main campus.

HUMANITIES

Humanities are academic disciplines where you will explore how individuals and diverse societies, past and present, make meaning and assign value. You will learn how histories, cultural works, languages, and ideas shape diverse communities and the relations between them. You will discover and design ways of understanding diverse human experiences, including conflict and inequality, by examining cultural records. Humanities help one to understand and relate to the increasingly global world in a positive and constructive manner. Humanities disciplines at UNMTaos include American Studies, Classical Studies, Communication, Comparative Literature, English, First Year Experience, History, Native American Studies, Philosophy, Religious Studies, and second languages.

HUMAN SERVICES

Tackling issues that can change lives and promoting positive choices are at the heart of the Human Services certificate and degrees. By learning a broad range of skills, you will be prepared to improve personal situations through guidance, counseling, and advocacy. You can concentrate in areas like family studies, substance abuse or family studies, and help individuals and families be healthier and happier. You will be prepared to jump into advanced programs such as a Bachelor’s degree in Social Work and careers such as public health, counseling, or other areas where you are meeting and supporting human needs.

TEACHER PATHWAYS

Earning an Associate Degree in Education is an option for anyone considering a career in the classroom. There are distinct advantages to starting this way for many students. It is an accessible entry point into the education field. An associate’s degree in education can lead to rewarding opportunities in a child care center or preschool, or in a public school supporting a lead teacher. In some cases, you may be able to teach at a private school.

SOCIAL AND BEHAVIORAL SCEINCES

This is a multidisciplinary department. Students in this area are dedicated to understanding the human mind and human behavior in the past and present at many levels: the individual, the cultural, and the societal. Students will explore how diverse peoples and groups operate. They will also discover how social groups affect communities and society as a whole.

The Associate of Science in Education is designed for the student who is planning to enter a bachelor's program upon completion.

Fields of study include classes in psychology, sociology, economics, anthropology, Chicana/Chicano studies, and education.

Students will identify how to meet human needs through an interdisciplinary approach focusing on knowledge-based prevention and intervention skills. This program introduces students to the study and practice of Human Services and provides information about careers in social work, public health, and other social service endeavors. THE COMMUNITY'S COLLEGE DUAL ENROLLMENT

Veterans Upward Bound (VUB) at The University of New Mexico-Taos is the only veterans Federal TRIO Program funded by the United States Department of Education in the state of New Mexico. VUB is designed to assist veterans in the development of academic and other requisite skills necessary for acceptance into and success in a program of post-secondary education. The project provides assessment and enrichment of basic skills through instruction, advising, and tutoring. The primary goal of the program is to increase the rate at which participants enroll in and complete post-secondary education programs. All VUB services are free to eligible veterans.

The UNM-Taos Dual Enrollment Program provides academically qualified high school students the opportunity to enroll in courses and earn credits that can count for both a high school diploma and a college degree and or certificate. The program helps students make the transition from high school to college with a purposeful selection of classes in General Education Core, Career Technical, and Career Exploration pathways. This program can save students and parents money as well as decrease the amount of time the student needs to complete an associate and/or a bachelor's degree.
